SUMMARY:18th International Conference on Information Systems for Crisis Response and Management
DESCRIPTION:The annual ISCRAM conference is held each May and it provides the opportunity for researchers and practitioners from across the world to meet and share their expertise in the design\, development\, and implementation of information systems that are focused on improving the management of crises and disaster situations. \nThe ISCRAM Association\, which sponsors the annual conference\, is a vibrant international community of researchers and practitioners. It is dedicated to providing free access to the full proceedings of each annual ISCRAM conference through the ISCRAM digital library. \nDue to the travel restrictions and limitations on large gatherings caused by the COVID-19 pandemic\, and the likelihood that such limitations will persist in some form through the end of May 2021\, the ISCRAM Board and the ISCRAM 2021 conference organizers have decided that it will be best to present ISCRAM 2021 as an interactive virtual event rather than in its traditional face-to-face format. \nMore details about the format of the actual conference will be posted as they become available\, along with information about the various opportunities that will be provided for dynamically interacting with the ISCRAM community during the event. Those research activities cover a wide range of different simulation paradigms as well as a very diverse range of application cases. This session aims at providing a structured overview of the different approaches and to present and discuss selected simulation-based concepts to better understand and improve humanitarian logistics practices.

DESCRIPTION:Practitioner-centered Assessment of Socio-technical Innovations in Crisis Management:  Insights from the DRIVER+ Demonstration Project\nAbstract: The scale and pace of crises pose enormous challenges for the crisis management (CM) community\, with new threats emerging all the time. An already complex field must strive to integrate new technologies and methods; cope with a rapidly changing infrastructure; understand evolving risks; be effective across cultural\, administrative and national boundaries as well as engage with populations to enhance their resilience. In this context\, crisis management innovation must be capable of meeting these multifaceted challenges and delivering solutions that are modular\, flexible and adaptable. \nThe aim of the EU-funded DRIVER+ project\, which concluded in June 2020 and was labelled by the Research Executive Agency (REA) of the EC a “success story”\, has been to accelerate capability development and crisis management innovation by delivering these main outputs to the European crisis management community: \n\nThe pan-European Test-bed consisting of the Trial Guidance Methodology (TGM)\, a Trial Guidance Tool (TGT) supporting the TGM application as well as an appropriate Test-bed Technical Infrastructure (TTI) enabling the simulation of a crisis environment including the connection of the innovative solutions and the respective legacy systems;\nThe Portfolio of Solutions (PoS) covering innovative crisis management solutions at different technology readiness levels\, according to a well-structured taxonomy of crisis management functions and gaps.\nThe Crisis Management Innovation Network Europe (CMINE) enhancing the shared understanding of crisis management in Europe.\n\nAfter presenting those three key DRIVER+ outputs and sharing several insights from the project\, one out of the five trials will be briefly presented. SUMMARY:DRIVER+ Policy Research Dialogue Roundtable Meeting
DESCRIPTION:DRIVER+ POLICY-RESEARCH DIALOGUE ROUNDTABLE – DISCUSSING THE CONTRIBUTIONS TO THE PROGRAMMING OF DISASTER RISK MANAGEMENT COMPONENT OF HORIZON EUROPE \n  \nAfter the PRDR kick-off meeting in February 2019\, where Adam Widera together with Chiara Fonio (EC JRC) moderated a brainstorming session on gaps and challenges in the area of crisis management and security research projects\, the second meeting will cover the results achieved since then. PRDRs are convening representatives from EC DGs (in particular DG HOME\, DG ECHO/ERCC\, DG RTD and DG CLIMA)\, the JRC/DRMKC\, international organisations (UNISDR)\, national civil protection authorities from Member States and selected Research & Innovation projects and/or initiatives to look into the possibility of a pan-European approach to capability development and innovation management in Disaster Risk Reduction and Crisis Management. \nPart of a sequence of events\, PRDR2 will build upon the outcomes of the Program Committee meeting (17 October 2019) and the Security Research Event (6-7 November 2019) with the aim to further debate and generate ideas in line with the ongoing strategic planning process of the EC (see for more details: Orientations towards the first Strategic Plan implementing the research and innovation framework programme Horizon Europe). \nThe PRDR2 is specifically targeted towards generating inputs for the ongoing co-design process in relation to the priority ‘Disaster-resilient societies’ of the envisioned Horizon Europe cluster “Civil Security for Society”. The event will therefore focus on the needs and requirements for an improved capability development process regarding climate-related risks (wildfires and floods) as well as CBRN-E\, that should be addressed in Horizon Europe and other Union programmes. \nThe following three questions will be discussed: \n\nHow can the future program for research and innovation improve the current capability development process by ensuring a better uptake of results from previous projects?\nHow can these elements be best implemented in the Horizon Europe Work Programme and other funding instruments?\nHow can the synergies between the Community of Users framework and the envisioned UCPM Knowledge Network be best exploited to enhance the European capability development process in Disaster Risk Management?\n\nYou can download the agenda here. SUMMARY:DRIVER+ Final Demonstration
DESCRIPTION:The Final Demonstration (Final Demo) is the last Trial\, concluding the series of DRIVER+ Trials. It also provides an opportunity to showcase the main outcomes of the Project. \nThe event has been tailored to the needs of the main End-User – the Emergency Response Coordination Centre (ERCC) – and will be conducted in accordance with the project’s methodology. The ERCC\, situated in Brussels\, was created in 2001\, following the European Parliament Decision on Union Civil Protection Mechanism (UCPM). It is the highest Crisis Management coordination body in the European Union. The primary aim of the UCPM is to strengthen cooperation between Participating States – Members States and others affiliated in the UCPM – in the field of civil protection\, in order to respond to disasters as effectively and synergistically as possible. Since 2001\, the UCPM has been activated over 300 times and each year the number of activations is growing. New innovative solutions\, improving the realisation of the Union Civil Protection Mechanism tasks\, are continually being sought. \nThe ERCC monitors the situation from Brussels and has an expert support group deployed on the ground called the European Union Civil Protection Coordination Team (EUCPT). The main role of the EUCPT is to coordinate activities in the field by liaising between the UCPM Modules and the Local Emergency Management Authority (of the country stricken by a disaster)\, in order to provide a common understanding of the needs and to ensure a relevant and timely response. \nThe Final Demo addresses the communication aspects between the UCPM components\, mainly the ERCC\, the EUCPT and the Modules\, which are sent to the country in crisis by states affiliated within the scope of the UCPM. The main areas to be addressed are: \n• reporting on the operational activities from the field to the ERCC;\n• information exchange among Team Leaders of the Modules\, and the EUCPT;\n• geo-information support for situation assessment and decision-making for Team Leaders of the Modules and the EUCPT. \nThe Final Demo’s overall goal\, similar to the other four Trials\, is to follow the DRIVER+ methodology and show if\, and how\, the innovative DRIVER+ solutions can minimise a specific set of identified gaps in Crisis Management. \nThe Final Demo is being organised by the Space Research Centre of Polish Academy of Sciences with the support of Consortium Members\, including: The Main School of Fire Service\, the Joint Research Centre\, Thales Communication & Security SAS\, XVR Simulation BV\, Frequentis AG and the Safety Region Haaglanden in The Hague. The Final Demo\, as a command post exercise\, has several locations. The different locations are expected to simulate remote conditions\, in which different actors of the Union Civil Protection Mechanism work on a daily basis. \nThe fictional country Driverstan\, situated outside the European Union but relatively close\, is a democratic republic\, however\, is not yet as fully developed as the EU countries – it is lacking solid Crisis Management structures\, a stable economy and a strong civil society. The scenario of the Final Demo will focus on largescale forest fires in a rural area with potential developments\, causing a complex humanitarian crisis. \nDue to high temperatures and lack of rainfall during recent weeks\, the number of forest fires is multiplying in the country. Domestic response capabilities are not sufficient to cope with the fires alone. Driverstan creates a Request for Assistance (RfA) that is shared with the ERCC\, EU Member States and affiliated countries. The Union Civil Protection Mechanism is activated and offers of support from different countries are gathered. \nThe scenario is expected to trigger an exchange of information between the ERCC\, EUCPT and the National Disaster Management Authority (NDMA). The use of the DRIVER+ selected innovative solutions\, tested alongside the standard operational procedures of the ERCC\, EUPCT and Modules\, will show the potential added value of the solutions in such a Crisis Management situation.

DESCRIPTION:C³M presenting a paper at the ETL 2016\n The European Transport Conference attracts transport practitioners and researchers from all over Europe where they can find in-depth presentations on policy issues\, best practice and research findings across the broad spectrum of transport. The range of topics and the multi-seminar approach makes ETC unique among transport conferences and it is well established as the premier event of its type. The conference programme covers supranational issues\, national and local policy and the implementation of projects at a local level. Together with colleagues from the German Aerospace Center (DLR) the C³M is presenting research results in the area of traffic and logistics management in context of disaster relief situations based on an experiment with the Technical Relief Agency Germany (THW) in March 2016.

DESCRIPTION:In the next lunchtime talk the external C³M member\, Prof. Haselkorn from the Human Centered Design and Engineering Department of the University of Washington\, Seattle\, WA) is going to talk about \n“The Relationship Between Human Centered Designers and Software Developers in Achieving State-of-the-Art Technology Innovation”. \nAbstract: What is state-of-the-art technology innovation? Why does so much depend on the evolving relationship between human-centered designers and software developers? How is this evolving relationship changing our basic notions of technology design\, particularly the design of complex systems? What about the equally critical roles of other key stakeholders such as end users\, project sponsors\, and technology administrators—how do they fit into the equation? How will the roles and skills of technology designers change in response to new concepts and processes for achieving successful innovation? Professor Haselkorn will share stories from current research and help understand the complex\, evolving nature of Human Centered Design & Engineering in the huge collaborative space called technology innovation. \nProf. Mark Haselkorn: Mark Haselkorn is Professor of Human Centered Design & Engineering (HCDE) at the University of Washington in Seattle. He is Director of the new university Center on Collaborative Systems for Security\, Safety & Regional Resilience (CoSSaR) and currently leads Project Interoperability in Puget Sound (PIPS)\, a research effort on behalf of the regional safety and security community and in partnership with four U.S. Federal Agencies – the Program Manager for the Information Sharing Environment (PM-ISE)\, the Department of Homeland Security (DHS) Science & Technology Directorate First Responders Group\, the DHS Interagency Operations Center (IOC)\, and the National Maritime Intelligence-Integration Office (NMIO). PIPS aims to better understand and enhance the interoperability goals to enhance information sharing for regional safety and security. Dr. Haselkorn is also an investigator on work to develop information-centered methods for achieving evidence-based health information technology. He has helped investigate humanitarian success factors (with Robin Mays) for the Red Cross Global Disaster Preparedness Center and has led a U.S. National Science Foundation (NSF) initiative to define the emerging frontier of “Humanitarian Service Science & Engineering.” Dr. Haselkorn has worked with the military on a number of projects\, including the integration of DOD and VA electronic medical records and the Air Force’s strategic management of ICT under the threat of Y2K (a study published by the U.S. National Research Council). Dr. Haselkorn conducted foundational research in the area of intelligent transportation systems\, which included the development of the first Web-based real-time traveler information system (Traffic Reporter\, 1990). He is Past President of the IEEE Professional Communication Society\, has served on ISO/IEC-JTC1\, the IEEE Medical Technology Policy Committee\, and was a founding Board Member of the International Community on Information Systems for Crisis Response and Management (ISCRAM).

SUMMARY:C³M/ERCIS After-Work Panel Discussion on "Humanitarian Innovation and Information Systems"
DESCRIPTION:The panel discussion is hosted by the ERCIS C³M and the NITIM ITN Graduate School. It takes place on Tuesday July 12 at 6pm. The panel focuses on the topics of innovations and information systems in the humanitarian context. The objective is to discuss existing challenges in designing information systems for humanitarian organizations. Besides\, several topics discussed in the lunchtime seminar and related to appropriate design approaches in the humanitarian context will be deepened during this meeting. The discussion panel consists of Mark Haselkorn (UW)\, Dan McClure (Thoughtworks)\, and Robin Mays (UW) and will be moderated by Adam Widera (ERCIS/C³M). \nSPEAKERS \nProf. Mark Haselkorn: Mark Haselkorn is Professor of Human Centered Design & Engineering (HCDE) at the University of Washington in Seattle. He has spent 30 years as a hands-on practitioner of disruption\, designing and applying new innovation practices in both private and public enterprises\, including working with Humanitarian and public good organizations. He draws on a multi-disciplinary perspective that includes technology\, business\, and strategy. \nRobin Mays: A NITIMesr Marie Curie Fellow at ERCIS and final year PhD candidate at the University of Washington school of Human Centered Design & Engineering\, Robin is a humanitarian practitioner and ethnographic researcher who explores the human and contextual factors of disaster and humanitarian response systems that lead to effective response. Her research revolves around understanding contextualized and dynamic meanings of value and effectiveness within humanitarian work; the balance of structure and flexibility in effective rapid response; the role of decision-making and implications for design of technology. She has worked for over 18 years in rapid response operations and logistics\, with an 11-year career as a humanitarian logistician. As a member of the response communities her research couples an insider perspective with a theoretical framework drawn from human-centered design\, understanding hidden work\, change adoption\, and lowest level empowerment.
