DESCRIPTION:C³M co-chairing the track “Practitioner-centered Logistics and Supply Chain Management in Crisis Response”\n  \nThe ISCRAM Association is an international community of researchers and practitioners who are focused on information systems for crisis and disaster management. ISCRAM’s annual conference includes research presentations on such topics as social media in crisis situations\, decision support systems\, planning and risk analysis\, intelligent systems\, and geographic information systems (GIS)\, among others. The conference also includes keynote presentations by experts in the field\, along with a series of interactive workshops and technology demonstration sessions\, and a doctoral student consortium. The ISCRAM Association is particularly interested in the participation of students and other attendees from developing countries. \nThe annual ISCRAM conference has traditionally alternated its location between Europe and the Americas\, with previous conferences being held in Belgium (Brussels: 2004 & 2005)\, New Jersey (Newark: 2006)\, the Netherlands (Delft: 2007)\, Washington DC (2008)\, Sweden (Gothenburg: 2009)\, Washington (Seattle: 2010)\, Portugal (Lisbon: 2011)\, Canada (Vancouver: 2012)\, Germany (Baden-Baden: 2013)\, Pennsylvania (State College: 2014)\, Norway (Kristiansand: 2015)\, Brazil (Rio de Janeiro: 2016)\, France (Albi: 2017)\, New York (Rochester: 2018)\, and Spain (Valencia: 2019). \nISCRAM also supports several regional conferences such as ISCRAM-med\, which was held most recently in Greece in October 2017\, and ISCRAM Asia Pacific\, which was held in New Zealand in November 2018. \nC³M continues hosting the “Practitioner-centered Logistics and Supply Chain Management in Crisis Response” \nLogistics and supply chain management play a major role for the effectiveness of crisis response operations. Information systems can significantly support and improve the performance of disaster relief logistics. However\, there is a need to improve the freshness\, effectiveness\, appropriateness\, and accessibility of information and communication systems intended to facilitate logistics and supply chain management in the face of devastating disasters. Such improvements cannot be driven by cutting-edge technologies alone\, but they must be based on an in-depth understanding of the practitioner realities and the decision maker’s needs. Therefore\, humanitarian information systems need to be examined critically\, both from scientific and practitioner perspectives. \nThe objective of this track is to present\, discuss and reflect upon practitioner-centered contributions to the design\, application and evaluation of information systems for logistics and supply chain management in the area of crisis management. For this purpose\, potential contributions have to provide rigorous research methods and relevant approaches reflecting the practitioner’s realities. To ensure an appropriate balance of both criteria\, humanitarian logistics practitioners will be involved in the review process. Each submission will receive feedback by recognized experts from the respective scientific disciplines and the application domain. \nThe track “Practitioner-centered Logistics and Supply Chain Management in Crisis Response” combines a classical track format as provided during the logistics tracks at the last three ISCRAM editions and additional input of humanitarian logistics practitioners. Thus\, for each submission at least one practitioner review per submission will be provided on the top of the regular review process. The practitioner reviews will be provided thanks to the active support of the Humanitarian Logistics Association. DESCRIPTION:DRIVER+ POLICY-RESEARCH DIALOGUE ROUNDTABLE – DISCUSSING THE CONTRIBUTIONS TO THE PROGRAMMING OF DISASTER RISK MANAGEMENT COMPONENT OF HORIZON EUROPE \n  \nAfter the PRDR kick-off meeting in February 2019\, where Adam Widera together with Chiara Fonio (EC JRC) moderated a brainstorming session on gaps and challenges in the area of crisis management and security research projects\, the second meeting will cover the results achieved since then. PRDRs are convening representatives from EC DGs (in particular DG HOME\, DG ECHO/ERCC\, DG RTD and DG CLIMA)\, the JRC/DRMKC\, international organisations (UNISDR)\, national civil protection authorities from Member States and selected Research & Innovation projects and/or initiatives to look into the possibility of a pan-European approach to capability development and innovation management in Disaster Risk Reduction and Crisis Management. \nPart of a sequence of events\, PRDR2 will build upon the outcomes of the Program Committee meeting (17 October 2019) and the Security Research Event (6-7 November 2019) with the aim to further debate and generate ideas in line with the ongoing strategic planning process of the EC (see for more details: Orientations towards the first Strategic Plan implementing the research and innovation framework programme Horizon Europe). \nThe PRDR2 is specifically targeted towards generating inputs for the ongoing co-design process in relation to the priority ‘Disaster-resilient societies’ of the envisioned Horizon Europe cluster “Civil Security for Society”. The event will therefore focus on the needs and requirements for an improved capability development process regarding climate-related risks (wildfires and floods) as well as CBRN-E\, that should be addressed in Horizon Europe and other Union programmes. \nThe following three questions will be discussed: \n\nHow can the future program for research and innovation improve the current capability development process by ensuring a better uptake of results from previous projects?\nHow can these elements be best implemented in the Horizon Europe Work Programme and other funding instruments?\nHow can the synergies between the Community of Users framework and the envisioned UCPM Knowledge Network be best exploited to enhance the European capability development process in Disaster Risk Management?\n\nYou can download the agenda here. SUMMARY:DRIVER+ Final Demonstration
DESCRIPTION:The Final Demonstration (Final Demo) is the last Trial\, concluding the series of DRIVER+ Trials. It also provides an opportunity to showcase the main outcomes of the Project. \nThe event has been tailored to the needs of the main End-User – the Emergency Response Coordination Centre (ERCC) – and will be conducted in accordance with the project’s methodology. The ERCC\, situated in Brussels\, was created in 2001\, following the European Parliament Decision on Union Civil Protection Mechanism (UCPM). It is the highest Crisis Management coordination body in the European Union. The primary aim of the UCPM is to strengthen cooperation between Participating States – Members States and others affiliated in the UCPM – in the field of civil protection\, in order to respond to disasters as effectively and synergistically as possible. Since 2001\, the UCPM has been activated over 300 times and each year the number of activations is growing. New innovative solutions\, improving the realisation of the Union Civil Protection Mechanism tasks\, are continually being sought. \nThe ERCC monitors the situation from Brussels and has an expert support group deployed on the ground called the European Union Civil Protection Coordination Team (EUCPT). The main role of the EUCPT is to coordinate activities in the field by liaising between the UCPM Modules and the Local Emergency Management Authority (of the country stricken by a disaster)\, in order to provide a common understanding of the needs and to ensure a relevant and timely response. \nThe Final Demo addresses the communication aspects between the UCPM components\, mainly the ERCC\, the EUCPT and the Modules\, which are sent to the country in crisis by states affiliated within the scope of the UCPM. The main areas to be addressed are: \n• reporting on the operational activities from the field to the ERCC;\n• information exchange among Team Leaders of the Modules\, and the EUCPT;\n• geo-information support for situation assessment and decision-making for Team Leaders of the Modules and the EUCPT. \nThe Final Demo’s overall goal\, similar to the other four Trials\, is to follow the DRIVER+ methodology and show if\, and how\, the innovative DRIVER+ solutions can minimise a specific set of identified gaps in Crisis Management. \nThe Final Demo is being organised by the Space Research Centre of Polish Academy of Sciences with the support of Consortium Members\, including: The Main School of Fire Service\, the Joint Research Centre\, Thales Communication & Security SAS\, XVR Simulation BV\, Frequentis AG and the Safety Region Haaglanden in The Hague. The Final Demo\, as a command post exercise\, has several locations. The different locations are expected to simulate remote conditions\, in which different actors of the Union Civil Protection Mechanism work on a daily basis. \nThe fictional country Driverstan\, situated outside the European Union but relatively close\, is a democratic republic\, however\, is not yet as fully developed as the EU countries – it is lacking solid Crisis Management structures\, a stable economy and a strong civil society. The scenario of the Final Demo will focus on largescale forest fires in a rural area with potential developments\, causing a complex humanitarian crisis. \nDue to high temperatures and lack of rainfall during recent weeks\, the number of forest fires is multiplying in the country. Domestic response capabilities are not sufficient to cope with the fires alone. Driverstan creates a Request for Assistance (RfA) that is shared with the ERCC\, EU Member States and affiliated countries. The Union Civil Protection Mechanism is activated and offers of support from different countries are gathered. \nThe scenario is expected to trigger an exchange of information between the ERCC\, EUCPT and the National Disaster Management Authority (NDMA). The use of the DRIVER+ selected innovative solutions\, tested alongside the standard operational procedures of the ERCC\, EUPCT and Modules\, will show the potential added value of the solutions in such a Crisis Management situation.

DESCRIPTION:Assessment of socio-technical innovations for crisis management\n\n\n\n\n\nDRIVER+ Netherlands Trial is being organised by the German Aerospace Center (DLR) and Safety Region Haaglanden (SRH). It will be conducted as a tabletop Trial at the premises of SRH in The Hague from Tuesday 21 May 2019 to Thursday 23rd May 2019. \n\nTHE SCENARIO: A FLOOD IN THE HAGUE\n  \nSevere weather causes the Scheveningen lock to fail\, flooding The Hague city centre\, putting more than 500\,000 people at risk.  Cascade effects will be (partial) loss of electricity\, gas\, drinking water\, telecoms networks and damage to roads\, houses\, cars\, shops\, tram lines. \nThe scenario requires decisions about the necessity for evacuation of inhabitants of the area afflicted by flooding. A large amount of emergency workers and rescue equipment is needed to deal with the increasing number of exposed people and to manage aforementioned cascading effects. Thus\, the situation cannot be handled by Safety Region Haaglanden and regional crisis partners only\, but requires deployment of additional evacuation forces\, volunteers and resources from national and potentially international networks. \n\nTHE ACTORS INVOLVED\n  \nCrisis Management practitioners of several different disciplines (fire service\, police\, health service\, military defence\, water utility\, municipality) will be involved in order to work with and evaluate a number of innovative technical solutions to assess whether they improve practitioner response to a severe flooding incident. \n\nTHE OBJECTIVES\n  \n\n Enhance the capability to plan and coordinate resources for response\nImprove the ability to exchange crisis-related information\nFacilitate the planning and management of large scale evacuation of population

DESCRIPTION:16th International Conference on Information Systems for Crisis Response and Management\n\n\n\n\n\n\nISCRAM is a forum where researchers and practitioners from all around the world meet every year to share experiences and raise challenges in all the aspects related to the design\, development\, and use of information systems to improve the management of crisis and disaster situations. \nDuring the last editions of the conference\, we have assisted to the emergence of new types of actors that\, in one way or another\, have influenced the way the responses to emergencies are performed nowadays\, especially from the knowledge management perspective. We refer to the citizens immersed in the emergency\, whom\, using their mobile phones or other computing devices are valuable information sources about the context of the emergency. Very interesting publications about this topic can be found at the ISCRAM Digital Library.  However\, little work has been done so far exploring the possibility of providing context-driven\, personalized emergency response services to citizens. Depending of their particular situation\, different citizens may require different attention. Thus\, intelligent context processing can be the driving force to improve the effectiveness of teams in providing help to the people suffering an emergency. Something similar can be said about responders facing specific contexts for their performance.\nTo enforce the discussion about the above and other related topics\, we propose the following theme for the conference: “Towards individual-centric emergency management systems”.  This theme has several derivatives\, like the ones listed below: \nWhat are the requirements of personalized response support systems?\nHow should emergency plans be adapted to fit these requirements?\nWhat services should be provided by individual-centric emergency management systems?\nHow can personalization help response teams and/or citizens?\nHow would citizens be integrated in emergency management teams?\nWhat improvements can citizens bring to emergency management?\nCase studies/real-life experiences \n We look forward to receiving contributions dealing with some of the above topics\, as well as other covering the wide spectrum of crisis response and management. This improvement must be based on an increased understanding of the disaster relief realities\, faced difficulties and the decision maker’s needs: Crisis scenarios and phases have to be differentiated; inducers of evolution of crisis or changes in its nature must be highlighted; all involved actors and entities\, their interests\, motivations\, and strategies as well as the existing interrelations and interdependences have to be considered; the existing practices in the crisis management sector need to be understood and reflected; problems\, limits\, barriers in relief supply chains must be formalized; supporting humanitarian information systems need to be examined critically. Organized by the Rochester Institute of Technology (RIT) on behalf of ISCRAM association.
